Those reading this book, who were around at the time, may remember actor Bob Hoskins, the lorry driver who fronted the images. What these broadcasting components contributed essentially were the provision of an organ of publicity for potential literacy students and for the group that eventually became the core of practitioners: volunteer tutors.

While an attempt has been made to identify and discuss the impact that these events had on the literacy practice and policy, our main goal is to show that these events constituted a manifestation of different value positions. The earlier years with the involvement of non-governmental agencies paint a picture of a value position that recognises the intrinsic value of education. There were no specified expected outcomes from the government. Not surprisingly, however, with growing governmental involvement, it would seem that policy in the later part of the decade began to shift towards an instrumental value position.

Although the MSC was set up in 1973 and actually commenced full operations in January 1974, before the first formal literacy campaign, it played an important role in shaping the direction of literacy practice and policy particularly in the later part of the 1970s and the 1980s. In the context of our analysis of value positions, the significance of the existence and role of the MSC is underscored by the following factors. First, the MSC at a later stage in its existence provided the first framework for offering adult literacy as a form of remedial course for employment skills.
