While an attempt has been made to identify and discuss the impact that these events had on the literacy practice and policy, our main goal is to show that these events constituted a manifestation of different value positions. The earlier years with the involvement of non-governmental agencies paint a picture of a value position that recognises the intrinsic value of education. There were no specified expected outcomes from the government. Not surprisingly, however, with growing governmental involvement, it would seem that policy in the later part of the decade began to shift towards an instrumental value position.
