During his tenure the old conflict between the secular clergy and the orders resurfaced, and Manrique took sides with the seculars. The Dominican, Franciscan, and Augustinian orders were not pleased with him, and the quarrels brought New Spain to the brink of a civil war. Trade was promoted, and general commercial activity in the country grew notably. He founded eleven new towns and a colony named New Santander in what is now Tamaulipas, a northeastern border state adjacent to the United States.
